The idea sounds appealing - simply install devices that emit a screeching sound that only children and teenagers can hear, turn them on at night in our parks, and voila - vandalism problem solved. Right?
Well...the reality of the situation is a bit more complicated than this. Placing this "Invisible Fence for Teens," in Cari Park to start with, has been criticized by youth rights advocates (see the Star-Gazette), as well as people who favor a more traditional approach (i.e. law enforcement, community policing, block watches, etc.)
If you haven't noticed, Hastings is actually generating quite a bit of press coverage for considering this. In addition to the Star-Gazette, the proposal has received coverage on KSTP, WCCO and in the Pioneer Press.
There's also a philosophical issue here - do we value our community's amenities and public property enough to keep a sufficient number of law enforcement officials on the job (or organize a tough block watch) - or do we turn into a place where cameras and screeching devices pop up everywhere?
